There are some that argue that the singularity is in the void. Its a cute idea but not supported (or really countered either) by canon. I'd say no to that because not all rommie ships have the void.
I do know if I was designing a rommie ship I'd put a gun in the middle because the idea of hiding in there is just too obvious and cliche. You are asking for it... so put a gun there when some cocky pilot tries it. But we haven't seen that either.
So, I would say first that if the shields were up you couldn't do it.. the shields would cover the gap. So if the sheilds are down, why bother. But technically, there is no reason that you can't sit in the and fire out.
I'd even suggest that the ship have shuttle docking bays on the inside. Maybe with coordination a cloaked rommie ship could get the shuttle to fly into the void, and then it could see the hull and dock while the big ship stayed docked. This would be a sneaky romulan kind of design to do.
